The Well of Stars is a region in space where time is ceased.

History

Mon-El supposedly got stuck there for decades when he escaped Daxam. While he was there, he didn't age as time ceases in that section of space. His pod then managed to break free from that region and made its way to Earth.

After he escaped, a Daxamite spaceship visited the Well of Stars looking for him.
