Actually Grodd came first. Gorilla Grodd debuted in comics in 1959, while the original Planet of the Apes novel was published in 1963.

What about King Kong? He can't talk as human because he is not dumb.
Now he might have served as some inspiration for Grodd. He's been around since 1933. But the "super intelligent, talking ape" thing couldn't have been taken from him, because like you said Kong doesn't talk.
He talks but we do not understand why he roars.
He has a somewhat different characterization to Grodd. Kong is a giant monster tearing up the city, while Grodd is a more subtle cunning villain who plans his actions.
I say King Shark. In a straight-up fistfight. Grodd might not be able to control his mind, because it's more primitive, driven by base emotions.

King Shark has strength and has sharp shark teeth plus does he even have a mind for Grodd to go into to destroy. Grodd is strong, smart and has lots of rage so that could be an advantage but it kind of depends on the terrain plus Grodd is a fan favorite
