The hall was originally a facility for S.T.A.R. Labs for a range of their operations including aerospace due to it having a plane hangar in the back. It became defunct like most of S.T.A.R.'s facilities after the particle accelerator explosion in 2013. It was later brought into service again by Team Flash after the Dominators invaded in Central City, bringing in their allies from Star City, Earth Thirty-Eight, and the temporal zone. When Thea asked about the hall, Barry explained its status to her and that he was currently the owner of the base since Reverse-Flash's "passing".
During the "Invasion" Arc, the Hall was used as their main base of Operations, they used it to train with everyone fighting Supergirl, though she ended up beating all of them with ease. When Cisco confronted Barry about a message from Barry in the future, Barry revealed to the group about "Flashpoint", this caused most of the team to no longer trust Barry, the only people to trust him is Supergirl & Oliver Queen. When the group left to rescue the President, Barry, Oliver & the rest of the team left for S.T.A.R. Labs.
After rescuing Oliver, Sara, Diggle, Ray & Thea, from the Dominators, they returned to the Hall to plan their next move. Oliver asked Supergirl to keep her distance from the mission, while he, Barry, Sara & Ray left to meet the new President. After returning Barry is willing enough to give himself up to save everyone but the rest of the team is unwilling to allow him.
After defeating the Dominators, the team are seen celebrating their success, with Supergirl leaving for her Earth, Sara and the Legends said their farewells to the team, Diggle forgave Barry for what happened to his family due to "Flashpoint" and left. Oliver & Barry were the last to leave with both leaving to grab a drink.

DC's Legends of Tomorrow
- The S.T.A.R. Labs hall is a reference to the Hall of Justice, a headquarters for the Justice League. It was referred to by this name in the script for the DC's Legends of Tomorrow episode, "Invasion!".
- The exterior bares a striking resemblance to Cincinnati Ohio's Union Terminal, the building the Hall of Justice was based upon.
