Rob Scott is a bodyguard who was hired as John Diggle's replacement after Diggle's resignation, later rescinded. Rob himself quit in short order, as he was understandably unable to put up with Oliver's antics.
Biography
Rob was Diggle's short lived successor he later quit from frustration, leaving Diggle to take his old job again as he accepted to be Oliver's panther against crime.
