Kinetic needles were developed by someone under the orders of General Eiling. Once released from their containment, they're attracted to kinetic energy and will unavoidably cover a human if used on one.
History
Kinetic needles being dumped on Barry
After the Flash showed up and knocks out all of his soldiers, General Wade Eiling, knowing he was out of options, tossed a box containing kinetic needles in the air over the Flash's head, unavoidably covering him. The Flash was rescued, but not before his regenerative powers began to kick in and it became hard to pull the needles out.[1]
