James Mccullaugh is a drug dealer from Starling City. He was interrogated by The Arrow because he witnessed Tim Kaufman's murder and saw the murderer.
Biography
James was a witness to the murder of Tim Kaufman and suffers a painful interrogation at the hands of the Arrow for information regarding the perpetrator. He refused to reveal what he saw at first, which resulted in The Arrow torturing him for the information then knocking him out shortly after.[1]
