Hugo Mannheim, also known as "Mugshot", is a former criminal.

Hugo Mannheim committed crimes of racketeering, extortion and murder, causing warrants to be sent out for him. The Starling Metro Police were sent out to arrest Mannheim, assisted by The Arrow and The Canary. Engaging in a crossfire, Mannheim shot at Detective Quentin Lance, incapacitating him, before fleeing. The Canary went after him, sending Mannheim crashing out of a window and right in front of oncoming police.[1]

- In the DC comics, the surname Mannheim is primarily associated with Bruno Mannheim, one of the leaders of Intergang as well as his father Boss Moxie Mannheim, both being notorious criminals.
- It is unknown whether Hugo Mannheim and Bruno Mannheim of his Earth have any relation in the Arrowverse.
