Eliot Ness was a Prohibition agent in Chicago, United States, who fought to take down the devious gangster Al Capone. Ness was also opposed by Eobard Thawne's syndicate and assisted by the Legends.[1]
Biography
Chosen by the Prohibition agency, Eliot Ness was sent to Chicago to take down Al Capone. The gangster, however, was tipped off by Eobard Thawne's syndicate, and was prepared to kill Ness instead. When Ray Palmer sought to warn Eliot that his live is in danger, Sergeant Jones from Chicago Police Department took him under "guard" instead, saying that he was his security on the way to the bureau. In reality, the crooked cop led Ness right into Capone's hands, and the gangster tried to kill Jones at the docks, via cement galoshes. Ness almost drowned, but was saved by Amaya Jiwe and the Legends, who brought him in critical condition to the Waverider, where Gideon took care of the agent, healing the brain damage he suffered. Nate Heywood and Ray Palmer went on pretending to be Prohibition agents in Eliot's stead. As the Legends' shenanigans in 1927's Chicago came to an end, Nate and Ray bid farewell to Eliot, giving him the documents that could bring down Capone. Analyzing the documents, Eliot wasn't able to believe that a mere tax evasion would allow to send the untouchable gangster to jail, but apparently that's exactly what happened, with the aberration of Al Capone becoming the mayor of Chicago prevented by the Legends.[1]

- Historically, Eliot Ness was an American Prohibition agent, famous for his efforts to enforce Prohibition in Chicago, Illinois, and the leader of a famous team of law enforcement agents nicknamed The Untouchables. Ness and his team did major damage to Al Capone's criminal organization, allowing to bring him to justice for his crimes, notably tax evasion and disruption of Prohibition.
- In DC Comics, Eliot Ness has been depicted as an agent of Prohibition in the previously mainstream New Earth continuity. Additionally Eliot Ness/Batman was the main character of an Elseworlds story, "Scar of the Bat".
