Baker is a former member of The Hoods and an inmate of Iron Heights Prison.
Biography
After the Undertaking, Baker and the other members of the Hoods, copied Oliver's tactic into scaring one percenters to stop taking advantage of people but they were much more violent. They eventually killed the current mayor, which was a ploy for Sebastian Blood to run for the now vacant mayor spot.
Baker was later transferred to Iron Heights Prison. As he was entering with guards, he knocked the guards out, stole their keys and opened Quentin Lance's cell, viciously beating him, as he was the one who'd locked him up in the first place. Quentin called for help, and another officer raced in, pulling Baker away and locking him up.[1]
